Biography
Marta Costa has been Technical Advisor for the Health Council (Vereação da Saúde) at the Câmara Municipal de Viseu since February 2026. Prior to that, she spent over 12 years at SPMS, EPE — Serviços Partilhados do Ministério da Saúde (Shared Services of the Ministry of Health), where she held roles including Project Manager for the SNS 24 Service Desk and Account Manager, working on the promotion and development of Telehealth and the National Health Service Contact Center (SNS 24). She also worked with the ESIS Coordination Unit (Health Ecosystems) and the Information Systems and Management Planning Unit, also as Account Manager.
She began her professional career as a Research Assistant at the National School of Public Health (Escola Nacional de Saúde Pública), NOVA University Lisbon, as part of the research group on Health Policy and Administration, providing scientific collaboration on research projects in health policy — particularly in health financing and contracting — including projects such as Contracting in Continuing Care, "Pensar a Saúde" (promoting and delivering innovation to citizens), a cost analysis of hepatitis C, and health literacy.
She holds a Bachelor's degree in Public-Private Administration from the Faculty of Law, University of Coimbra, a Master's degree in Health Management from the National School of Public Health, NOVA University Lisbon, an Executive Master's in Marketing Management from IPAM and a Postgraduate degree in Health Law from Universidade Católica de Lisboa.
